Impact Fees

Information about water and wastewater impact fees for new development projects in the BPUB service area.

An impact fee is a fee imposed on a new or proposed development project to pay for all or a portion of the costs of providing public services to the new development. Impact fees help fund and pay for the construction or needed expansion of offsite capital improvements necessary to serve the new development.

These fees are implemented to help reduce the economic burden on existing rate payers. Current water and wastewater impact fees are calculated at 74.58% of the total maximum assessable amount.


Current Impact Fees

Impact fees vary by zone and meter size. The ESU (Equivalent Service Unit) represents the relative capacity demand for each meter size.

How Impact Fees Work

Impact fees serve several important purposes:

  1. Infrastructure Funding - Provide capital for constructing new water and wastewater infrastructure to serve developing areas
  2. Fairness to Existing Customers - Ensure new development pays its proportionate share rather than burdening existing rate payers
  3. Growth Management - Help manage the pace and location of development by accounting for infrastructure costs
  4. System Capacity - Fund system capacity improvements including water treatment, storage, transmission lines, and wastewater treatment facilities

Payment and Timing

  • Impact fees are due at the time of new service connection
  • Fees are calculated based on the meter size requested
  • For projects requiring multiple connections, fees apply to each connection
  • Payment must be received before service installation can be scheduled
